GLOBAL TRENDS IN THE DEVELOPMENT OF DELIBERATIVE DEMOCRACY AND UKRAINE

The article analyzes the current state of interaction between public authorities and the public in the context of decentralization and the development of deliberative democracy. Based on a study of global and domestic trends, it is established that the decentralization reform in Ukraine has created prerequisites for intensifying participatory management, transforming citizens into active subjects of public policy co-creation. The principles of interaction between authorities and the public — such as openness, partnership, subsidiarity, and legal certainty — are defined and specified as essential for building a results-oriented management model. Guided by international experience and OECD methodology, the classification of deliberative processes is systematized into four types of purpose, aimed at increasing the effectiveness of citizen engagement in decision-making and the legitimacy of representative institutions. In particular, it is proposed to wider integrate mechanisms such as citizens' assemblies, citizens' juries, and advisory councils to constructively resolve complex issues through the exchange of arguments and the search for compromises. The implementation of digital tools (e-democracy) is suggested as an effective direction that helps not only to bridge the gap between forum participants and the general public but also to increase the level of transparency and inclusiveness of communications. The importance and functional features of new elements of Ukrainian civil society, specifically volunteer organizations during the full-scale invasion, are examined. The structural elements of the civil society system are identified, the role of formal and informal deliberative mechanisms as primary tools for collective decision-making is defined, and the necessity of using innovative forms of partnership is justified, considering the importance of shifting from a traditional model of subordination to shared responsibility for territorial development.
