KEY ASPECTS OF RISK MANAGEMENT IN THE SOCIETY OF UKRAINE UNDER CONDITIONS OF WAR

The article views the full-scale war as a serious challenge for Ukraine’s system of governance, not only for its defense sector. The pressure has affected local self-government, public services, economic and logistical processes, digital infrastructure, and the usual forms of interaction within society. Wartime practice shows that governance cannot be reduced to a single vertical chain of command. It also requires coordinated action by public authorities, communities, volunteers, international partners, digital services, and citizens.
According to the results of the research, it is substantiated that under the conditions of war in Ukraine a dual model of management has been formed. On the one hand, the civilian model continues to operate - public administration, local self-government. On the other hand, the military model functions - martial law, military administrations. It is precisely the combination of these two components that has allowed Ukraine to preserve the governability of the state in extreme conditions.
At the same time, such a dual model of management creates a number of contradictions. These are, first of all, the tension between the centralization of decisions and the autonomy of communities, between secrecy and transparency, between the needs of defense and the necessity of preserving human capital. Therefore, the managerial analysis of wartime risks should be directed not only at what gives a quick effect, but also at what ensures the long-term resilience of the state.
The article emphasizes that the strongest resource of Ukraine under conditions of war has become the network nature of resilience. The state has endured not only due to the center, but due to the combination of state institutions, communities, digital platforms, volunteer networks, international support, and a high level of self-organization of society.
It is noted that the highest return of managerial reforms in the coming years will be from those decisions which simultaneously ensure defense, transparency, and preservation of human capital. Thus, the managerial aspects of the society of Ukraine under conditions of war are not only a question of the functioning of power in an emergency mode. It is a question of how, in a state of great danger, to preserve democracy, accountability, humanity, and the perspective of development. And it is precisely the answer to this question that determines not only the ability of Ukraine to withstand, but also the ability to win and to recover.
