The relevance of the research is driven by the rapid growth of the IT services market and the objective need of IT service providers to establish an effective project activity control system. It is established that traditional control approaches do not meet the specifics of IT projects, which are characterized by the predominance of intangible results, a multi-project environment, the use of agile management methodologies, and a significant share of human capital in the cost structure. The role of management accounting as an information base for control is substantiated through three key elements: project budgeting, cost accounting by Work Breakdown Structure, and labour cost accounting (time tracking). The content of the Earned Value Management method as an analytical tool for project execution control is revealed. The analytical capabilities of BI systems are systematized at three levels: descriptive analytics (actual performance dashboards), diagnostic analytics (variance analysis and cause-and-effect relationships), and predictive analytics (forecasting project completion and budget overrun probability). An integrated model for IT project execution control is proposed, combining EVM methodology, project management accounting, and BI platforms. The architecture of the control information system is defined, including task tracking systems (Jira, Azure DevOps), accounting and analytical systems (BAS, SAP), and BI platforms (Power BI, Tableau). A system of control checkpoints is formed for different time levels: operational, tactical, and strategic. The pressure has affected local self-government, public services, economic and logistical processes, digital infrastructure, and the usual forms of interaction within society. Wartime practice shows that governance cannot be reduced to a single vertical chain of command. It also requires coordinated action by public authorities, communities, volunteers, international partners, digital services, and citizens.</em></p> <p><em>According to the results of the research, it is substantiated that under the conditions of war in Ukraine a dual model of management has been formed. On the one hand, the civilian model continues to operate </em><em>-</em><em> public administration, local self-government. On the other hand, the military model functions </em><em>-</em><em> martial law, military administrations. It is precisely the combination of these two components that has allowed Ukraine to preserve the governability of the state in extreme conditions.</em></p> <p><em>At the same time, such a dual model of management creates a number of contradictions. These are, first of all, the tension between the centralization of decisions and the autonomy of communities, between secrecy and transparency, between the needs of defense and the necessity of preserving human capital. Therefore, the managerial analysis of wartime risks should be directed not only at what gives a quick effect, but also at what ensures the long-term resilience of the state.</em></p> <p><em>The article emphasizes that the strongest resource of Ukraine under conditions of war has become the network nature of resilience. The state has endured not only due to the center, but due to the combination of state institutions, communities, digital platforms, volunteer networks, international support, and a high level of self-organization of society.</em></p> <p><em>It is noted that the highest return of managerial reforms in the coming years will be from those decisions which simultaneously ensure defense, transparency, and preservation of human capital. Thus, the managerial aspects of the society of Ukraine under conditions of war are not only a question of the functioning of power in an emergency mode. It is a question of how, in a state of great danger, to preserve democracy, accountability, humanity, and the perspective of development. It emphasizes that military aggression has affected nearly all regions of the country and significantly changed the conditions of their functioning. Missile attacks, artillery shelling, bombing, and drone strikes destroy settlements, production facilities, and critical infrastructure, especially energy systems. As a result, the daily life of territories is disrupted, while public authorities face greater difficulties in fulfilling urgent social responsibilities. Migration has also intensified: the number of internally displaced persons has increased, many people have left the country, and some settlements have lost a considerable share of their permanent population even outside the areas of direct hostilities. Under these circumstances, the territorial dimension of the war has become increasingly relevant in discussions on future peace arrangements, and the governance of communities remains important for both research and practice.</em></p> <p><em>The study notes that each country develops its own model of territorial administration. During wartime, the usual relations between national, regional, and local authorities change considerably, since coordinated action, faster decision-making, and a more flexible distribution of powers become especially necessary. The effectiveness of this interaction determines whether the state can preserve administrative capacity, protect territorial integrity, and respond to security threats. The aim of the article is to identify the specific features of territorial governance under martial law and ongoing hostilities in Ukraine.</em></p> <p><em>The historical background of regional administration in Ukraine is also considered. Particular attention is given to the governance system of the Ukrainian Cossack state. The Zaporizhian Host was administered by the General Officer Staff led by the Hetman, while its territory was organized into regiments and hundreds. Colonels and regimental officers exercised authority over substantial territorial units; for this reason, regiments may be broadly compared with present-day regions. It is established that in conditions of global geopolitical instability, martial law in Ukraine, and rapid digitalization of the economy, traditional intuitive approaches to management become not only ineffective but critically dangerous for business survival. The transformation of marketing from an auxiliary service function into a key element of the business economic security system, which ensures the stability of financial flows and the resilience of market positions, is substantiated. Special attention is paid to the theoretical synthesis of entrepreneurship concepts and marketing analysis, allowing information to be viewed as a strategic asset necessary for adapting to dynamic changes in the external environment.</em></p> <p><em>In the course of the study, the main risk zones upon which marketing analysis has a direct preventive impact were classified: commercial risks associated with market demand volatility; aggressive competitive threats; and strategic miscalculations in positioning and communication policy. The author developed and presented a proprietary matrix of correspondence between marketing research tools and specific types of entrepreneurial risks, which serves as a roadmap for management, allowing for significant optimization of administrative costs and increased accuracy in forecasting market scenarios. Particular focus is placed on a deep analysis of barriers preventing the implementation of systematic research activity in the small and medium-sized enterprise (SME) sector. It was found that resource, time, and competency constraints often create a false illusion of the unavailability of professional analysis for small companies. As an effective way to overcome these obstacles, the implementation of the "Fast Marketing" concept is proposed, based on the use of accessible digital tools such as Google Trends, CRM analytics, social listening, and rapid online surveys.</em></p> <p><em>It is proven that the democratization of access to Big Data opens new horizons for analytical support of business processes even under strict budget austerity. The scientific novelty of the work lies in the development of a multi-level algorithm for integrating marketing analysis into a hierarchical enterprise management system at the strategic, tactical, and operational levels. For the first time, the practical application of the "Marketing Intelligence" concept as an intellectual early warning system for hidden threats is detailed, allowing for the complete replacement of a manager's subjective assumptions with objective market indicators. It is concluded that the systematic use of marketing data allows for the formation of high enterprise resilience </em><em>-</em><em> the ability not only to withstand external shocks but also to effectively adapt to changes, transforming threats into new market opportunities. Expenditures on marketing research should be considered a form of highly profitable investment in business information security, as their cost is significantly lower than the cumulative losses from erroneous management decisions. In this context, change management becomes a critical factor for the successful implementation of projects involving the introduction of cutting-edge technologies. The relevance of the chosen topic is driven by the need to enhance business efficiency through the timely adoption of modern solutions and the adaptation of organizational structures to new operating conditions, which is particularly pertinent during the period of digital economic transformation.</em></p> <p><em>The main problem explored in the article lies in the reluctance of personnel to embrace change, the lack of practical experience among managers in implementing such projects, as well as the significant risks of cost overruns and extended implementation timelines. Addressing this challenge requires the formation of an effective change management system that integrates employee training, the development of a robust communication strategy, and continuous monitoring of implementation processes.</em></p> <p><em>The advantages of a well-designed approach to change management include strengthening the enterprise's competitive position, improving the quality of goods and services, reducing production costs, and increasing labor productivity. Potential risks requiring attention include possible equipment malfunctions, disruptions to technological chains, and the exacerbation of conflicts within the team.</em></p> <p><em>The article addresses the issues of effective change management during the implementation of innovative technologies. It systematically examines the main stages of change: preliminary diagnosis of the enterprise's current state, definition of project goals, selection of appropriate technology and tools, formation of an implementation team, staff training, and control over the results achieved. Particular attention is paid to methods of risk minimization and overcoming staff resistance, as well as the analysis of classical change management models, including John Kotter's model, Kurt Lewin's three-stage model, and SWOT analysis. However, the design of corporate websites often relies on subjective preferences, creating an urgent scientific need to develop mathematically rigorous tools capable of accounting for high levels of market uncertainty. The aim of this paper is to develop a comprehensive methodology for assessing the impact of a website’s architecture and web design on the market success and investment attractiveness of innovative companies and startups in the industrial market.</em></p> <p><em>The proposed methodology is based on the systematic integration of deterministic and stochastic approaches. In the first stage, T.&nbsp;L.&nbsp;Saaty’s Analytic Hierarchy Process (AHP) is applied to mathematically formalize subjective expert assessments of web design parameters within the RStudio software environment. In the second stage, the obtained global weights are transformed into random variables using Monte Carlo simulation to account for high market uncertainty. The final stage involves constructing a multiple linear regression model to assess the degree of influence of specific digital interaction criteria on the commercial success of an innovative company or startup.</em></p> <p><em>The scientific novelty lies in the proposal of a hybrid approach for B2B innovation marketing tasks, which transforms the deterministic qualitative parameters of the web interface into stochastic variables. The study scientifically substantiates the concept wherein the static weights derived from the AHP are utilized as the expected values of stochastic variables in a Monte Carlo simulation model, and simultaneously act as integral predictors in a multiple linear regression equation.</em></p> <p><em>As a result of the study, a three-level hierarchical structure of determinants of digital interaction was formed (3 criteria, 9 sub-criteria, and 2 alternatives). Based on the results of processing expert matrices in RStudio, the dominant influence of the ‘Trust and Credibility’ criterion (41.0&nbsp;%) was demonstrated compared to ‘Value Rationalization’ (29.9&nbsp;%) and ‘User&nbsp;Experience (UX) and Conversion Architecture’ (29.1&nbsp;%). The key sub-criterion identified is ‘Case Studies Depth’ (19.2&nbsp;%). A mathematical framework has been developed for subsequent stochastic validation of the model.</em></p> <p><em>In terms of practical value, the resulting system of weighting coefficients and the logic of stochastic modeling provide a basis for the quantitative comparative assessment of alternatives regarding whether a company’s web resource is a ‘High Impact B2B Site’ or a ‘Low Impact B2B Site’. It focuses on the fundamental transformation of the fishing industry, where artificial breeding of aquatic organisms has become a critically important factor in ensuring global food security due to the depletion of natural reserves of the World Ocean. Attention is focused on the fact that aquaculture is currently the most dynamic segment of the food industry, the share of which in total consumption has already exceeded the volume of traditional fishing.</em></p> <p><em>The financial and economic indicators of the global market for the period 2016-2025 are disclosed. Data on record production volumes, which reached 126 million tons in 2021, are presented, and the product structure is analyzed, where fish plays a dominant role – </em><em>47,1</em><em>%, algae – 27</em><em>,</em><em>9%, mollusks and crustaceans. Special attention is paid to the geographical distribution of production, highlighting the absolute leadership of Asia (over 91% of the world volume) and the key role of China.</em></p> <p><em>A critical analysis of the fisheries sector of Ukraine under martial law has been conducted. Based on statistical data for 2018-2025, the stages of the industry's development have been identified: from relative stability to a deep crisis caused by geopolitical factors and physical destruction of farms. Attention is focused on the growing strategic importance of artificial breeding, as the share of aquaculture in Ukraine's domestic production has increased from 22</em><em>,</em><em>5% to 38</em><em>,</em><em>4%, despite the overall decline in gross indicators.</em></p> <p><em>The article identifies systemic challenges, such as low investment attractiveness, high cost of resources, and critical dependence on imports, where domestic production covers only 3-4% of market needs. It is determined that the creation of eco-startups (installation of solar panels, energy-saving systems, implementation of water purification technologies, and zero-waste concepts) requires significant initial financial investments. This creates significant barriers for young entrepreneurs. As an effective alternative source of financing, a mechanism of crowdfunding ("public financing") is proposed, which is based on the accumulation of small amounts of money from a large number of people through specialized internet platforms. The potential application of both domestic platforms oriented towards the internal market and leading global platforms for entering the international level is considered.</em></p> <p><em>The paper details five key stages of implementing a crowdfunding campaign, starting from the preparatory phase and ending with the fulfillment of obligations to backers. It is proven that crowdfunding is a powerful marketing and strategic tool in the hospitality sector, which allows not only accumulating capital but also validating the ecological concept, attracting funds at the launch stage of the establishment through the pre-sale of services, establishing direct communication with the audience, and forming a sustainable community of "brand advocates". At the same time, specific risks and limitations of using crowdfunding in HoReCa have been identified, caused by the capital intensity of the industry and a high degree of real investments. It is noted that public financing most often covers only a part of the costs, and long deadlines for the implementation of hotel and restaurant projects create risks of inflationary losses. Entrepreneurs also become hostages to the initial concept, as any change in the concept can undermine the trust of the community. An additional limitation is the geographical binding of physical objects of hospitality infrastructure. The essence and content of personnel adaptation as a multidimensional managerial process are defined, and its structural components – professional, psychosocial, organizational, and corporate – are identified and systematized. The key factors of the external and internal environment that determine the speed and quality of onboarding new employees are characterized.</em></p> <p><em>A comparative analysis of traditional and digital approaches to managing adaptation is conducted, which makes it possible to state the advantages of information and technological solutions in terms of efficiency, personalization, and scalability of adaptation processes. Particular attention is paid to the functional capabilities of modern HR technology platforms, including HRM systems, digital onboarding tools, and analytical modules based on artificial intelligence.</em></p> <p><em>A structural and functional model of managing the personnel adaptation system with information and technological support is substantiated, integrating the stages of planning, implementation, monitoring, and evaluation of adaptation effectiveness. Empirical data indicate that enterprises with a well-developed digital adaptation infrastructure significantly reduce the time required for a new employee to reach the target level of performance and improve staff retention rates.</em></p> <p><em>The role of a data-driven approach in shaping adaptive HR strategies is emphasized: analytical processing of adaptation metrics enables management to timely adjust both individual adaptation trajectories and the overall onboarding program. It is determined that in conditions of macroeconomic turbulence, large-scale migration processes, and fierce competition for human capital, traditional intuitive approaches to human resource management lose their effectiveness, giving way to data-driven management methods. The transition from descriptive analysis to proactive and predictive modeling of the motivational profile and behavioral patterns of personnel using big data analysis is substantiated. A comparative analysis of the leading methods of performance evaluation (Performance Review), including Assessment Center, "360 degrees" method, and express surveying, is carried out based on their resource intensity, validity, and analytical depth. It is proven that the maximum synergistic effect for IT companies is ensured by the integration of quantitative (KPI) and qualitative approaches with continuous monitoring of retention and engagement metrics.</em></p> <p><em>The author's dynamic predictive algorithm for implementing HR analytics to manage the motivation of IT enterprises' personnel is proposed and described in detail. The integration of AI into business processes ensures an increase in the efficiency and accuracy of performed tasks due to the ability to process large volumes of information in order to automate complex tasks that can be performed exclusively by specialists, spending considerable time and resources on this. Therefore, we investigated the main aspects of the use of artificial intelligence in the activities of hospitality enterprises and determined the positive effects of the use of computer systems capable of imitating human intelligence through the observance of appropriate algorithms aimed at a specific result upon request. </em><em>It became important in the process of our research to single out the main characteristics and elements of the integration of artificial intelligence into the activities of hospitality institutions through machine learning technologies, which have the ability of the system to learn independently based on data without direct programming of each stage in the algorithm. Deep Learning technologies are important, acting on the basis of tools for the use of artificial neural networks, which makes it possible to process unstructured data. Institution management becomes more effective when using analysis and decision-making technologies based on a decision-making algorithm, using an existing database focused on the expected effect (result). Based on a study of global and domestic trends, it is established that the decentralization reform in Ukraine has created prerequisites for intensifying participatory management, transforming citizens into active subjects of public policy co-creation. The principles of interaction between authorities and the public — such as openness, partnership, subsidiarity, and legal certainty — are defined and specified as essential for building a results-oriented management model. Guided by international experience and OECD methodology, the classification of deliberative processes is systematized into four types of purpose, aimed at increasing the effectiveness of citizen engagement in decision-making and the legitimacy of representative institutions. In particular, it is proposed to wider integrate mechanisms such as citizens' assemblies, citizens' juries, and advisory councils to constructively resolve complex issues through the exchange of arguments and the search for compromises. The implementation of digital tools (e-democracy) is suggested as an effective direction that helps not only to bridge the gap between forum participants and the general public but also to increase the level of transparency and inclusiveness of communications. The importance and functional features of new elements of Ukrainian civil society, specifically volunteer organizations during the full-scale invasion, are examined. The purpose of the study is to summarize international approaches to addressing workforce attrition through the analysis of three interrelated dimensions: the factors that cause unstable retention of healthcare professionals; the instruments used to improve their retention; and the governance mechanisms through which these instruments are implemented at different levels of public administration. The study demonstrates that workforce instability in peripheral territories is multifactorial and is shaped by professional overload, poor working environments, professional isolation, limited career and professional development opportunities, unfavorable living conditions, and difficulties of social integration. On this basis, the paper identifies the main groups of retention instruments, including educational, financial, regulatory, professional support, organizational and labor-related, social and living-condition, community-oriented, and strategic workforce planning instruments. It is argued that none of these instruments can ensure sustainable results in isolation; their effectiveness depends on coherence, consistency of implementation, and adaptation to the specific characteristics of a given territory. The article shows that the most effective models are multilevel, partnership-based, and context-sensitive, in which the central government establishes the regulatory and financial framework, the regional level coordinates and adapts the instruments, and the local level creates the actual conditions for the professional and social embedding of healthcare workers. These questions are thoroughly examined in this paper. False narratives are actively propagated by the psychological and information aspects of this conflict, such as the idea that Ukraine is split between a "nationalistic west" and a "Russian speaking east." These initiatives also entail casting doubt on the legitimacy of the Ukrainian government and eroding confidence in its armed forces and institutions. False information is routinely disseminated in large quantities by pro-Moscow media, social media, and influence networks. The intention is to undermine society's ability to organize and resist, as well as to erode public trust.</em></p> <p><em>What role do religion and language play in this conflict? Russia has frequently used the defense of the "Russian world" and communities of Russian speakers as an excuse for meddling in the domestic affairs of Ukraine. Concurrently, organizations associated with the Russian Orthodox Church have been actively promoting Russia. These campaigns have increased anti-Ukrainian sentiment and widened gaps between religious communities.</em></p> <p><em>Ukraine has stepped up its efforts to strengthen mental and spiritual unity because it is well aware that its adversary uses psychological pressure, historical manipulation, disinformation, and language-based cultural expansion as destabilizing tactics. Decommunization, the preservation of the nation's historical memory, the active promotion of Ukrainian cultural values, and the designation of Ukrainian as the official language in all spheres of life are some tangible measures that demonstrate this.</em></p> <p><em>The institutional structure supporting Ukraine’s spiritual and mental unity policy is a multi‑level system covering education, culture, social affairs, and information. By enhancing citizens' welfare and granting access to essential material, cultural, and spiritual resources, the social sector emerges as a cornerstone of human-centric governance. Its core humanistic orientation highlights a commitment to fostering personal growth and well-being. Through social policy mechanisms, Ukraine leverages the social sphere as a means of regulating market dynamics. This includes equitable distribution and redistribution of public goods and incentivizing collaboration among employees during their creation.</em></p> <p><em>The humanitarian sphere's development is explored, encompassing various facets of state policy such as language, education, science, innovation, culture, spiritual growth, state-confessional relations, and healthcare. Anthropocentrism serves as the guiding principle within this domain, positioning the individual as the primary focus. Activities within this sphere aim to bolster human capital by stimulating intellectual and creative advancement, fostering spiritual and artistic expression, preserving universal values, and providing opportunities for self-fulfillment.
